Desc:

correcting errors found with newer versions of the CellML API: e-notation; namespace; and an initial value is required for state variables. The initial value on x1 fixes the problem reported on tracker item 2521

Dijit layout.TabContainer (delayed) remote tests

These tabs are made up of external content. Loading is delayed to make it easier to see if refreshOnShow and preload = 'false' is working.
The tabs also tests to insert html in the Tab title
